Is one or the other, HTML or CSS, "better" to use, or is it a matter of personal preference?

I think I'm a little confused. I was under the impression that CSS was just kind of like an extention of HTML. Like you're still using HTML but the CSS codes just make what ever page your designing look more interesting. If I'm missing something really obvious here, please let me know, because that tends to happen with me, haha.
